FRANK M. HEADLEY, JR. , received his undergraduate degree at Denison University where he majored in political science and was president of Pi Sigma Alpha, the Political Science Honor Society and a member of Omicron Delta Kappa, the Senior men’s leadership fraternity. He attended Fordham Law School where he was a member of the Fordham Law Review. He served as Captain in the United States Marine Corps Reserve and was on active duty from 1966-68.

Mr. Headley was a member of the House of Delegates of the New York State Bar Association (NYSBA) from 1980-85, 1987-89 and 1993 to 2002, having been a member at large of the Executive Committee from 1989-1992. He served as Vice-President of NYSBA for the Ninth Judicial District (comprising Westchester, Rockland, Dutchess, Putnam and Orange counties) from 1996-98, as Treasurer from 1998-2002, and as Chair of the Finance Committee from 2003-2007. He is also a Fellow and Director of The New York State Bar Foundation.

He is a past President of the Westchester County Bar Association, the Legal Aid Society of Westchester County and the Westchester County Bar Institute, Inc. He has been active in a wide variety of community and civic affairs in Westchester County, including service as Chair of the Advisory Board of The Westchester Community Foundation, a division of The New York Community Trust. He served as a director of Scarsdale National Bank and Trust Company from 1977 to 1989 and thereafter until 2000 as a member of the regional Advisory Board of The Bank of New York.

His law practice areas include general civil practice with primary emphasis on general business organization and commercial transactions and related litigation, real estate, estate tax planning and probate and estate administration. He is a member of the Trusts and Estates and the Business Law Sections of the New York State Bar Association.

He served as a member of the Grievance Committee, Ninth Judicial District 1982-90; and currently acts as a Special Referee by appointment of Appellate Division, Second Department to hear and report on disciplinary cases.
